The Municipal Works Department’s prime function is to provide summer and winter maintenance on 354 kilometers of roads within the municipality – 133 kilometers of paved roads and 241 kilometers of unpaved roads. Municipal Works is also responsible for the construction and re-construction of roads.Municipal Works consists of 3 yards located throughout the municipality:

Yard #1 – 3853 Highway 12 (Highway 12 & Concession Rd. 9)
-      providing service to the centre and south portion of the Township 

Yard #2 – 2115 Highway 12 (Highway 12 & County Rd. 47)
-      used for equipment storage and to house the sand / salt
-      the sand dome is located at Yard #2

Yard #3 – 7305 County Road 169 (County Rd. 169 & Switch Road)
-      providing service to the north portion of the Township

The Works Department works in co-operation with all other departments in the Township upon request. We also work, through a shared road maintenance agreement, with the City of Kawartha Lakes and the Township of Brock. 

All comments, complaints or requests concerning roads, drainage, road side cutting, weed cutting, grading, sanding, plowing, tree trimming, installation of culverts, signage, flooding, etc., are taken by the Works secretary who contacts staff for the appropriate action.

RIBBON CUTTING CEREMONY - TUESDAY, DECEMBER 22, 2009
An official ribbon cutting ceremony was held on December 22, 2009 to celebrate the reconstruction of Airport Road and Bluebird Street. This project was made possible through contributions from the Government of Canada, the Government of Ontario and the Township of Ramara under the Building Canada Fund Communities Component.
Work on this project consisted of reconstructing and resurfacing as well as raising the roads above flood level.
MP Bruce Stanton, MPP Garfield Dunlop and Mayor Bill Duffy attended and a letter was read from the Honourable Leona Dombrowsky. Also in attendance were representatives of Ramara Township Council, contractors and engineers on the project and Township staff.

ROADS WINTER MAINTENANCE POLICY 
The following operations policy for the Township of Ramara is a guideline only, and it is acknowledged that conditions may occur which will prevent the achievement of this level of service and that the Roads Department must work within available resources such as funds, equipment and manpower.  Weather conditions may also have a major effect on desired level of service. Traffic will be expected to reduce speed to suit the weather and road conditions.

SNOW AND ICE CONTROL

O B J E C T I V E

  • To reduce the hazards of icy road conditions to motorists.
  • To reduce economic losses to the community and industry caused by workers not being able to get to their jobs.
  • To facilitate the handling of emergencies by fire and police officials.
  • To maintain safe, passable school bus routes.

G E N E R A L  
All roads within the Township of Ramara do not have to be maintained to the same winter maintenance level of service.  The level of service given should vary in accordance with the role that a particular road plays in the total transportation network.  Therefore, three levels of service have been defined: Main Roads carry large volumes of traffic and serve as major traffic routes between principle areas of traffic generation.  Also included are those streets that collect traffic from residential streets and distribute it to major traffic routes and emergency, fire routes. Secondary Roads are all other streets such as subdivision or residential streets that generally carry local traffic only. No Winter Maintenance Roads are roads so designated that receive only summer maintenance.

LEVEL OF SERVICE

Main Roads and Paved Roads

  • Paved surfaces shall be maintained AS BARE AS POSSIBLE through the continued use of all assigned men, equipment and materials suited to the condition.
  • No sanding will take place between 8:00 p.m. and 4:00 a.m. unless severe ice conditions occur.
  • Snow control, consisting of plowing and sanding, shall occur with the accumulation of 2" to 4" of snow.
  • Drifting conditions due to wind may severely affect plowing and sanding operations and must be considered in all decisions for plowing and sanding. No plowing or sanding will take place between 8:00 p.m. and 4:00 a.m.
  • Sand/Salt mix shall be spread at a rate of 800 to 1,000 pounds per mile or as required.
  • The frequency of coverage for plowing and sanding main roads is 5 ½ hours, if required.

Secondary Roads or Gravel Roads

  • Labour, equipment and materials shall not be expended in an effort to achieve bare conditions.
  • Secondary roads shall be sanded after sanding is completed on the main roads and there is no longer a danger of slippery conditions occurring on the main roads.
  • Sanding shall be carried out at intersections, hills, grades and curves.  Blanket coverage shall occur only during extreme icy conditions or freezing rain.
  • Plowing shall occur at the approximate accumulation of 4" of snow after the main roads have been plowed and there is no longer a danger of snow accumulation on the main roads, or when vehicles become available.
  • Ice Blading will be used as much as possible to alleviate the need for sand on gravel roads.
  • Drifting conditions due to wind may severely affect plowing and sanding operations and must be considered in all decisions for plowing and sanding.  No plowing or sanding will take place between 8:00 p.m. and 4:00 a.m.

No Winter Maintenance Roads 

  •  Roads so designated will not be plowed or receive sand or salt.
